This one is a head-scratcher. Is the OP referencing the Persian finger snap? The Persian finger snap, also known as Beshkan, is found in parts of the Mid-East like Iran. It’s commonly used to express joy on a happy occasion. What makes it unique is two things.

One is simply it’s function; you’ll rarely see anyone snapping their fingers happily in other parts of the world. The other thing is that unlike using one hand to snap like you would for something like Jazz music, you have to use two hands to make the sound.
