The most common form of dwarfism primarily affects the length of the long bones, as well as the spine and skull, to some extent. However, contrary to popular belief, it does not impact the size of the penis, as the genital organ is not a part of the musculoskeletal system.

That’s why due to their shortened limbs and torso, a dwarf may appear to have an exceptionally large penis that hangs to their knees. Other forms of dwarfism exist, caused by various etiologies that can result in different characteristics regarding genitalia development.
