Is this design to scale?

Have you seen to-scale designs of housing or apartment complexes? It’s amazing how much thought and detail goes into every building, every street, every plant, and every car in those models. Sure, they don’t always look hyper-realistic, such as the one in this picture, but the builder did the best he or she could.

Sorry, we need to get our facts straight. This isn’t actually a model of a neighborhood. It’s an actual neighborhood, as in those are actual houses with actual cars parked in front of them. You can find other images of this by Googling “Buenaventura Complex.” It’s a perfectly-symmetrical neighborhood located in Mexico City, Mexico.
